Parts of Puerto Rico are without power again. An explosion and a fire at a power substation caused a blackout across much of northern Puerto Rico Sunday night, including the capital, San Juan. A power spokesman told CNN the fire was caused by a mechanical failure. Last month, Puerto Rico's Electric Power Authority said over 450,000 of its customers were still without electricity because of Hurricane Maria.
The Category 4 storm cut power to virtually the whole island back in September.
